Music cannot be directly imported to the iOS/iPadOS Music App for playback. Instead, music files that you have stored on external media as mp3 or AAC files must first be imported into your iTunes Music Library on your Windows PC (with iTunes for Windows installed) or Mac (with iTunes or Finder - as appropriate for the installed version of macOS).
After importing your music files, these can be synchronised with your iPad from your PC/Mac computer:

Otherwise, an music files that you copy directly to your iPad will not be accessible from the native Music App - and you’ll need to find a third-party file manager or music-player App that can both access and play your music files.
As for connecting your HDD to your iPad, you should note that Hard Disk Drives are notoriously power-hungry - and will likely require more power than your iPad alone can supply. As such, unless your external HDD has its own source of power, you must either use a powered USB hub and/or use an Apple Lightning to USB3 Camera Adapter- to which you must also connect your iPad Power Adapter. The Power Adapter must be rated at least 12W (2.4A @5V) - although a 20-30W Power Adapter is recommended.
