How to get back all icloud photos

About a year ago I switched my old phone to a new phone with the same 11 . Because of the camera failure, they decided to give me a new phone. But then I didn't buy icloud and it didn't have enough pictures of me. Now how can I get back all the photos that I lost. Please help me thanks

You cannot. You would need to have the device in hand or the photos in iCloud.
