Restoring the photos without backup

You cannot unless you kept those somewhere else. When you restored your device, it was erased in favor of whatever was in the backup. If you synced with iCloud Photos, your photos will download.

If I had a iPad watch and phone and one was stolen and (violated) 🤬BUT the other two are still connected to the OLD ACCOUNT can I retrieve 15 years of memories? I have not been able to open the other two?
