All the threads/answers are 10 yrs old. I have YouTube Premium subscription. On Safari, there is no "download" button, but there is on Brave browser for my account, and on my iPhone 13 Pro. I have checked settings, allowed downloads for YouTube.com, restarted Safari, and restarted my Mac. No button. Any solution? Thanks.

I believe the Brave browser is doing something with either a built-in feature or a browser extension to pull off that trick. It's unlikely to be sanctioned by YouTube (Google).
According to YouTube, with a premium subscription, you can download videos for offline viewing "In the YouTube App" which is why it works on the iPhone. Several Chrome browser extensions were removed from the Chrome Extensions catalog for downloading videos. YouTube (Google) wishes to control your offline viewing abilities. Downloading from a browser would bypass all their restrictions.
