Cannot find Touch ID & Passcode on ipad

I cannot find the option for Touch ID & Passcode on my iPad settings. I have turned off screen time, so no restrictions. Turned off iPad completely and restarted. Still no change. Pls help!

iPad Pro, 12.9-inch, 6th Gen, Wi-Fi
