With no disrespect intended, if you've "been hacked for at least 9 years", and across multiple devices, the issues you are reporting here are exceedingly unlikely to be addressed here, today, or quite possibly addressed at all, ever. After nine years, you will have received all available security advice and recommendations, and will have acted appropriately upon that advice, and clearly with no resolution. Whatever is happening here is beyond what anybody here is able to assist with.

Your phone is not hacked unless you gave it to someone with impressive technical knowledge for a hour or two and also provided them with your Apple ID and Password.
