iTunes Store doesn’t work

I just looked in App Store and it says that since January the problem wasn’t fixed. Does anyone has an idea what to do with it? I actually wanted to change my ringtone but can’t open the page. It just doesn’t work and says “Itunes U” at the bottom.

Doesn’t look like anyone from Apple replying to anyone or doing smth, raising of this app is 1 star
