my apple library

when i pull up my library have of the songs i have there is a blue cloud on the right side if it has a blue cloud it wont play

Half of Apple Music Library is greyed out About 3000 songs have been greyed out and can't be played. They have the dashed line cloud symbol next to them (meaning: The song is being matched, but the process hasn’t been completed yet.) File>Library>Update iCloud Music Library doesn't fix the problem The songs are playable from Browse (the songs are shown as added to library), and if I delete them and re-add them they are playable from Library, so it's not a licensing issue. This is happening with both iTunes on PC and Apple Music app on Android How can I fix this without spending hours deleting and re-adding the songs?
