No longer have the Trusted phone number

My wife passed away recently. I know her MacBook Air Password and can Log in as her but when Trying to log into her Apple ID & iCloud The last known password does not work and cannot get a recover code because Trusted Phone number is no longer in Service. No success with finding articles "How to change Apple ID PW without trusted Phone Number"

Any guidance is appreciated.
