The iPad9 supports the first generation Apple Pencil. As such, the Pencil is both paired with the iPad - and charged - by connecting the Pencil directly to the Lightning port of the host iPad:

The Pencil can also be charged by the iPad Power Adapter using the iPad charging cable and matching adapter.
