How do I set the alarm w/o having to go through a health app in ventura

Is this question about setting up an alarm on the iPhone or is it about setting up an alarm on a Mac with macOS Ventura installed? Second, why would you have to go through the health app to setup an alarm?
To directly answer your question, you do not have to go through the health app to setup an alarm when using macOS Ventura. You can simply open the Clock app and then add an alarm from there.
