Contacts blocked automatically

Some of my contacts gets automatically blocked on my iphone 12 pro. When i unblock them, they get blocked again after few hours or a day or two. I on latest IOS.

In order to investigate your contacts being blocked, we'd recommend that you contact Apple Support so they can look into this in further detail.

Thanks for your reply dear, i have reached to apple support on chat and in person and they tried complete reset and restore but no solution, they feel it is carrier problem. This happens even if there is no other application on phone.

Also, i contacted network carrier as well, they said it is not possible for them to update this setting on ios.
