I recently lost my iphone X and I got an iphone 13 Pro from a friend but when i put my sim card in it, it says that my carrier is locked. When I go on Settings > General > About, it says under Carrier Lock that “SIM locked”. It wasn’t my friends phone so I can’t ask them to call their provider to unlock it. Is there a way to unlock it?

The carrier is the only one who can unlock it. Why can't you ask your friend to ask their carrier to unlock it?
Put the original SIM card back in the phone.

Look just above the listing for Wi-Fi Calling to see the name of the carrier. Keep in mind that the carrier is under no obligation to unlock the phone.
It's not the card. It is the carrier. Only the carrier can unlock the SIM card that was originally installed on the phone. Other SIM cards will not work until the carrier unlocks the phone.
... so this iPhone, that you got from your friend, is not their phone? If not, then you would need to contact the original owner to have them prepare this phone to be sold or given away.
No, it’s not their phone. We’ve tried an AT&T sim card and Verizon. Both were locked still.
Is there a way to find out which is the original carrier? I can’t find a way to figure it out.
They bought it off offer up last year so how would we put the original sim card back in. There’s no way to see the carrier
