Pc connect Bluetooth personal hotspot

Trying to use iPhone hotspot on pc. Connected using Bluetooth. Pc not connecting to internet. What am I missing?

The Hotspot is a Carrier Specific feature. Contact your Carrier (Cellular Service Provider), the agency that issued the SIM / eSIM to you.
