If all settings are expected, turn-off Messages in iCloud on both your iPad and iPhone - then perform a forced-restart of both devices:
Force restart iPad - Apple Support
Force restart iPhone - Apple Support
After both have been restarted, you can re-enable Messages in iCloud on both the iPhone and iPad.

Try this. Turn off iMessage on all of your devices. Turn it back on on your iPhone. Once it's activated on your iPhone, re-enable it on your other devices. Check to make sure that iCloud Syncing is enabled. I'd also enable Text message forwarding.

Assuming that both iPad and iPhone are signed-in to iCloud with the same AppleID - to send SMS/MMS messages (green bubbles) from your iPad you must explicitly enable Text Message Forwarding for your iPad on your iPhone...
On your iPhone:
Settings > Messages > Text Message Forwarding - set to ON - and explicitly enable your iPad from the list of devices.
Also, to ensure that Messages remain synchronised between devices, ensure that Messages in iCloud is enabled on both your iPhone and iPad:
Settings > [Your Name / AppleID] > Messages - set to ON

Yeah this happens to me all the time. Idk why they don’t sync but you have to delete it on each device. Sry.
Do you mean toggle messages off - that I have done - will try it again together,then power off and restart
No i mean that they never will sync deletes. That isn’t possible. If you want the message deleted on both devices you would have to delete the message separately on each device.
