I'm not able to reproduce this.
Have you tried resetting FCP prefs? Whenever FCP crashes or starts acting strangely an easy thing to try is resetting the preferences. Hold option and command while launching FCP and choose Delete Preferences. It will open the default Untitled library. Re-open the library you were working on, set the preferences back to the way you like them (disable background rendering, reset Import to Leave Files in Place, etc.) and see if the issue has been resolved.
Thanks everyone for your replies, I it was just my mistake and lack of experience with FCPX. I think I had the scope set to histogram instead of waveform... Oops
Glad you got it sorted and it was an easy fix. Better that it's a PEBKAC (Problem Exists Between Keyboard And Chair) than for it to be a strange system issue.
If you're new to FCP, you can save yourself a lot of time and get up to speed much faster with a couple free tutorials. (Though I don't recall if either of these go into detail about the scopes.)

Unless I am misunderstanding the problem, it is just a matter of resizing the scopes. Something has got to give. Either reduce the viewer or hide the browser; or use a different view.
