It also does a basic check of your startup disk, similar to using First Aid in Disk Utility. And it deletes some system caches, including font caches and the kernel cache, which are automatically created again as needed.
Connect to an external display and see if you have same kind of output.

Without seeing the issue it is hard to say, but usually that means the LCD Panel is bad and the built-in Display will need to be replaced. You can confirm by seeing whether the issue also occurs on an external display. If the external display is fine, then the built-in display is bad. You can also have Apple or an Apple Authorized Service Provider examine the laptop to confirm, although they won't be able to repair it since the 2013 model is "Obsolete".
