Your no help Kurtosis12,
why are you wasting our time having to read your reply? This is cut from apple's website: "You can get the iPhone 12 with 64GB, 128GB or 256GB of space. For a better picture of how much 256GB is, it equates to an average amount of 73,224 photos. For the 64GB model, that's approximately 15,000 photos!" You are wrong there, and you didn't answer the technical question of: "I delete apps, pictures, and data all the way down to 50 GB, and when my phone sits for a while, it’s days again it’s at 63.8 GB full. Why?" I figured out that it had something to do with my iCloud syncing back with my iPhone and downloading the pictures again. So I completed a sync with my 2 TB iCloud, then did a complete reset of my iPhone and used my same apple ID, but on the setup, I did not allow iCloud photos to download, nor did I sync all my apps. So I was left with only 13.7 GB of used space and all my important apps like contacts, messaging face time, and phone. I can still take pictures, and when I fill up the 64 GB again, I will synch and upload to my 2 TB iCloud without going out and having to buy a new iPhone with bigger storage. I hope this helps other people with the same issue of a full-storage message. You do not have to delete your pictures. Just upload them to Gmail or other storage.
