How to completely remove Ukrainian - Phonetic keyboard layout?

I added Ukrainian - Phonetic keyboard to input sources. When I remove it and enter keyboard preferences or restart the system it comes back. I frequently switch between input sources so it's a inconvenient for me.

The problem is only with mentioned Ukrainian input source. Other input sources can be removed forever.

I was surprised to see that it's not only my problem, there are people on Stack Exchange that also have problems with Ukrainian keyboard returning to the list of input sources, but in their case it's called Ukrainian - legacy.

How do I remove this input source so that it doesn't return?
