Bluetooth connection not working between iPhone 11 and 2015 Macbook Pro, how can I get to continuity camera to work?

How do I get bluetooth to connect between my Macbook pro 2015 and iphone 11? both completely updated in software. Also when I plug the iphne 11 vie lighting cable to the macbook it says it needs an update and it always fails to install. I would like to know how to get the continuity camera to work but I guess it requires bluetooth to connect.

MacBook Pro 13″, macOS 12.6

Bluetooth and Wi-Fi must be turned on but the iPhone and the MacBook Pro are not Bluetooth paired. See the following instructions from Apple for information on using Continuity Camera iPhone as a webcam Continuity Camera: Use iPhone as a webcam for Mac - Apple Support or as a document scanner: Continuity Camera: Use your iPhone or iPad to scan documents or take a picture on your Mac - Apple Support
