How can I permanently disable Game Center? How can I stop the sign in popup or the “what’s new” popup from ever appearing on any Apple device I own ever again?

Try the following:
Open Settings ➢ Game Center ➢ Sign Out.

I’ve already done that. In fact, I haven’t been signed in for several years. Not since the first time I signed in, said “not for me”, signed out, and have been unable to get rid of it ever since (maybe 2014?).
Every few months (often after an iOS update, but sometimes it seems random) I’ll open a game and the banner with “See what’s new in Game Center” pops up. I hit “continue” (cause it’s the only option) and then cancel at the sign in page. This happens 3 times, and then stops for a while. Until it starts up again.
Why is this stupid feature so persistent?
I have a card game on my iPad that I have been playing every morning for years. When Game Center first appeared several years ago, it began popping up every time I opened the game. Some how, (I’m old and I forget how), I was able to stop this annoyance. A few days ago, I changed my Apple ID password and this 🤬 thing started up again. I have tried every suggestion I could find here and online but cannot get rid of it. It seems to me there is some kind of preference linked to the Apple ID in iPadOS. Perhaps there is an Apple Developer around who can help?
I'm signed into the Game Center and never see that sort of pop up. So, perhaps, try signing in. It doesn't seem to, in anyway, affect anything else I do. I would forget it was even there if there weren't occasionally questions about it. So, perhaps, try signing in?
