I buy an iPad to my parent with sim. Now, they only can call me only using Facetime. They do not have any other apple products. How can I make normal calls and messages.

The other thing is they do not receive any other calls or messages. what should I do to make it correct?

You cannot. An iPad cannot make normal cellular based callas or send SMS messages. It can only place Facetime video and audio calls and send iMessages over the internet.

Nothing to do. The iPad is not a phone. Even the cellualr model cannot be used as a cell phone.

If you needed them to make normal cellular phone calls and send SMS messages to non Apple devices then they need an actual phone and not an iPad.
