Once my files and pic uploaded in iCloud , Can I delete from device and still keep in I cloud ?

No, files & pics are just synced.
If you want to make room on your iPhone, use this procedure:--> Archive or make copies of the information you store in iCloud - Apple Support
When done, you can delete files or pictures safely stored in your computer.
