Data can be restored from the iTunes backup. Apps themselves are not included in iTunes or iCloud backups - however, a record of the installed Apps is included.
When restoring the backup, this record of installed Apps is restored along with user data. For Apps that are both still available for download - and are compatible with the target device to which the backup is being restored - should automatically download and install these Apps on the target device.
