When my iphone 8+ Updated to the new ios it failed and now just continually reboots once in a while it shows a locked screen with Chinese characters across the bottom. Touch ing the info character showed for a moment the sn and id but then went blank again. I tried to restore it through itunes but this is all i got.

I followed the steps. First it would not turn off so I again trued the reset. Did the following, still continuously reboots. Occasionally it gets to the hello screen but then goes blank and reboots again.
