My images in my notes aren’t showing

I had saved images and videos in my notes and it was saved to iCloud notes as well. I got a new phone because my previous had broke and synced my iCloud to the new one. My normal typed out notes appear but my notes with pictures and videos don’t. Before clicking into it, it says “Saved image and Saved Video no additional text”. After clicking on it, it is just a blank note with the bold title at top “Saved image and Saved video”. My phone is fully updated, tried deleting and reinstalling notes and no luck. I logged into iCloud on a browser and it’ll show the cover photo at-least but after clicking on it, the images will show up as blank grey squares. tried logging on different devices and turning the notes on and off in iCloud and no luck. Could you help me find a solution to this issue?
