Apple Watch Series 3 42 mm GPS WR 50M (MTF32LL/A) version 8.6(19T572): Continuous restart

Watch was ON but unresponsive with the green leds on the bottom ON continuously, turned the watch OFF and it does not come out of a continuous reboot cycle. Tried the recovery method that seems to rely on magic when you hit a button while next to your iPhone, magic never works either did the method. The iwatch will keep restarting until the battery runs down to a point where the watch will actually displays the correct time with the charge symbol, but as soon as you charge it the continuous restart returns.
