Transferring data from an iPhone 10 to an 11. Software update on 11 is taking a really long time to install - is this normal?

That is not normal.

Over-the-air updates depend on the internet speed, the iOS version, and the existing iOS versions. At 15 Mbps for me, it took approx 40 mins to update iOS 15.0 from iOS 15.1

iOS update through iTunes will depend again upon the internet speed, the new iOS version, and the existing iOS version and over and above the Storage of iPhone for backing up before the update.
