Cant clear iPad storage after deleting all photos

As ive described in tittle, there is no way too clear iPad storage after deleting all photos. There are just phantom photos that occupy storage. And the only way to free up space is to restora ipad from backup. This is super annoying...

removing the app doesn’t work either. It is cache, but there is no way to clear this cache. The only way is to restore iPad from backup. Maybe there is better/easier way to clean storage?

For now, I didn’t find any other ways to clear storage, I can’t clear storage in iTunes as well. And restoring iPad every time when I need to clear space is super annoying

Apple support's article: Clear Other storage on your iPhone or iPad - Apple Support

says:

"An issue in iOS or iPadOS 13 might prevent the system from freeing up storage for you. To fix this issue, update your iPhone or iPad to iOS or iPadOS 13.6.1 or later.


If you don’t have enough available storage to update wirelessly, update your device to iOS or iPadOS 14.1 or later using a computer."

Nothing works for me. The only way to “free up” space is to restore iPad from backup. I’m using my iPad for tethered photography only. There is just one app that I use, Capture One for ipad. It saves photos that I shoot on ipad. After I done shooting I transfer photos to my pc and delete photos from ipad.
