unlock an apple watch

I bought an Apple Watch from an auction of Amazon returns. The watch was lock so I called apple and asked if it could be unlocked, they said yes and it would only take 10 minutes so I bought the watch. I asked them to unlock the watch after I picked it up and now they say they won’t unlock it because it is locked and already has an Apple ID attached to it. I asked for a factory reset and they said no. There are no returns. Does anyone have any suggestions of how to unlock this watch. I am very ticked off at apple for telling me they unload a lock watch and then refuses to do it. I am out hundreds of dollars. Thank you for any advice you can offer.
