I wonder if you have any suggestions.
What I did as follows:
I ignore the warning of my HomePod are not updated to 16.2 then delete them and update the Home.
After that, I can’t set up my HomePod. It shows error code, 7003.
Is there any suggestions?

Get a friend who hasn't yet updated their Home to try adding your HomePod to their Home, update it to 16.2, then give it back to you where you should be able to use the Press the top of HomePod to reset it section of Reset HomePod - Apple Support to reset it and add it into your Home.

Yup. I turn off advanced data protection and roll down my iPad. Then it works.
I did a bunch of stuff last night. Not sure because I turned off advanced data protection or rolled back system. Then I could set up HomePods again.
That’s a good idea.
Does HomePod 16.2 available to everyone now?
I'm not sure. Probably not. You may also need some patience.
