I get a message that my iPad is not supported when I try to link my iPhone and iPad. I can not send or receive messages if it is not another apple device

I cannot get my iPad 9th generation to link with my iPhone 11. I also cannot send or receive text messages from the iPad unless it is to another apple device. This is strictly wi-fi. I do not have cellular service on the iPad

No iPad is an iPhone/smartphone.

To send/receive cell calls and SMS messages on an iPad, you need to pair/tether an iPad to an iPhone to be able to do this using cell call and SMS message forwarding.

No iPad is an iPhone/smartphone.
