Migration assistant asking me to quit Edge on PC but all indications are that Edge is closed, including task Manager.

Migration Assistant is preventing continuation of process indicating that Edge must be shut down ,but it is not running.

You might review "If you have issues moving your data" in Move your data from a Windows PC to a Mac - Apple Support, but those suggestions don't seem relevant to me. I'd try simply restarting the Windows PC.
