With few exceptions, Apple doesn’t create new Emojis, Apple implements the standard. Any private Emojis that Apple creates likely won’t be available for viewing on other platforms, as well; on Windows or Android or elsewherw.


For Unicode and Emojis, read this section about the creation of new flags within the Unicode standard:

Particularly:

The Emoji Subcommittee and the UTC will no longer accept proposals for flags.

and

It would be infeasible to add all subdivision flags due to limitations of smartphone memory, usability issues in keyboard palettes, etc.


If the Four Moors flag of Sardinia isn’t already included in Unicode, it likely won’t be added anytime soon.
