You should try creating an Apple ID from " https://appleid.apple.com/account " and than signing in on your Ipad with it. You will need a active mail Account first and you should add same mail ID as your apple ID and a code will be sent by apple while you create a new apple ID to your already existing active mail account. Once you verify from your mail account your apple ID will now be ready to use with any IOS devices
