The Safari app resides in your Mac's Applications folder. To find it, use the Finder's Go menu > Applications. Or, use the ⇧ ⌘ A key chord.
Launch Safari from Applications, which will cause its app icon to appear in the Dock. Then, drag its icon in the Dock to some other location in the Dock. It will stay there.

Thanks! I already found almost the same solution -- by launching Safari from the icon in Launchpad and then dragging the icon to where I wanted it in my dock.
