Apple changed how the Waterlock is turned off with watchOS 9:
Press and hold* the Digital Crown on the side of your Apple Watch until the display says Unlocked

You might want to force restart your watch:

If that doesn't work, unpair and re-pair it:

If you don't know that already, usually you should be able to turn off the water lock when turning the crown button.
If that is not working, I would be happy to help, but for that I would need a bit more information about your situation.
Hi. I’ve tried turning the crown button in the direction away from me. I’ve been able to get the water lock icon by pushing the crown button but can’t get it to disappear. Now all I get is the watch face. The screen seems to be frozen showing the time/date/temp Is there a reference manual?
Can’t get into exercise apps on Apple Watch 4.
