The above discussion is locked so I wanted to provide input here since the community responses did not provide a final solution.

This message is sometime presented when a device is ALREADY managed by an MDM and you attempt to install a manual configuration file using Apple Configurator.

The device could have a manual profile installation restriction not allowing the add. I tested with a device that was managed and one that was unmanaged and was successful installing the same configuration on the "unmanaged" device.

I hope this helps and when anyone searched for the error and finds the other thread they will find this info also.
