I have one question... I ordered an iPad 10th generation through Amazon, I took 64GB... can I exchange it for 256GB at a surcharge in one of the stores? (the device is not unpacked)

If purchased directly from Apple, you have 14-days within which to unconditionally return an unwanted Apple device for exchange or refund. Apple will not offer exchange/refund on any device purchased through a different retailer.

If purchased from a retailer, their own terms of sale will apply.
