iCloud will not sign in with correct username and password

I recently reinstalled iCloud on my w11 pc as I was getting the login prompt and even with freshly reset password would not login just prompting with

even after a fresh install of icloud it still will not go past this, If I put in an incorrect password it tells me its incorrect, I have 2fa on but receive no prompts, and can login to the iCloud website fine.

without this I can't sync my outlook calendar with the iphone calendar
