Can this remote be used to turn on a 4th Generation Apple TV?

Yes it can. Using the Menu button on the Apple Remote (aluminum) should wake any model Apple TV box.
Some other functionality will be unavailable with this remote, as it lacks a ‘TV/Control Center’ button of the later models remote.
