Forgot security question. Was rerouted 3-4 times to my user name & password. Then asked me to change my password. I did. Went through this many times and has locked me out. And, I still don’t know answer to my security question.
Was this a used watch requesting password to an Apple ID you don't recognise? It may be activation locked to the previous owner.
You shouldn't need security questions when pairing a Watch to your iphone where you know your Apple ID password.
