iPhone contacts and Exchange server aren't syncing

My contacts on my iPhone and my Exchange account used to sync seamlessly until about a year ago. Now when I go into my Contacts and look in Lists, I see that there are more contacts listed under All Contacts than either my "All Exchange" or "All iPhone." How do I set this up to ensure that when I add a contact on my phone, it gets synced to Exchange? Is there a way to ensure that they're forced to sync now so that I don't have to figure out what ended up saved in the wrong spots?

We’ve got lots of great information we can share about syncing contacts. A few things to verify right away is that the account you want to be syncing with is the default account in Settings > Contacts. 


Next, let’s identify whether there are contacts currently not syncing with your Exchange account. You can do that in the Contacts app, by viewing the lists and which contacts appear where. You can have separate groups/lists under your Exchange account. Let us know where the contacts that are missing from your Exchange account are syncing instead.


If you want to move a contact to syncing with another account though, from an iPhone, your choice is either to add the contact to the Exchange account one by one, or if you have a computer, you may be able to export and import contacts between accounts, depending on where they are syncing.
