how do I tell Mac mini to boot from usb- what keys do I hold as it restarts- I have a bootable usb in it

What year model is the Mac mini and what macOS is it running?

Try holding the Alt (option) key at startup or restart for Disk Manager.

Or go to > Apple > System Preferences > Startup Disk > highlight the Bootable USB > click Restart.
Tip: if you do not see the Bootable USB, then if is not bootable by your Mac mini.
