You may be confusing storage space on iCloud with the storage space on your iPhone. If you are attempting to backup your iPhone on iCloud and you are getting a notification that your iPhone could not be backed up due to not having enough storage space, then it is related to the available space on iCloud.
You can check this by opening Settings ➡️ Apple ID (Your Name at Top) ➡️ iCloud: Here, at the top, you will be able to see the status of the iCloud available storage space.
