My phone wont back up and is telling me that i do not have enough storage , however, I pay monthly for extra storage

How much storage are you paying for? What is the capacity of your phone?
Then you are not paying for enough storage. Go to Settings/[your name]/iCloud/Manage Storage to check the status of the your subscribed storage.
