13.1 won't allow changing default browser

I cannot change the default web browser for .webloc shortcuts on the desktop. I’ve checked to insure Firefox is default browser in Settings, Desktop & Dock. When I right click on the .webloc file and choose “Get Info”, the ability to change to Firefox is grayed out and also the button “Change All” is grayed out.

No matter what I do, it always opens with Safari. Is anyone else having this issue?

I’d love to know if anyone else is having the issue. This is on an 2021 M1 iMac with Ventura 13.1. This was not a problem in 13.01. Also, if you right click the shortcut with the Option Key for "Always open with" You get an error code 10823 popup window. I have tried this with 3 other browsers and it's the same problem. Safari always opens no matter what your settings are.
