If I purchase the MAC is iPad 9.3 available for use?

Is the iPad pro 5th Gen connected to iPadmini for iOS9.3 similar to connecting to a MAC?

iPad mini, iOS 9

This would largely depend upon what, precisely, you hope to achieve. While files and data can be transferred and shared between iOS/iPadOS devices with relative ease, including via iCloud, significant functionality that you might expect from a Mac is not available.

By example, subject to meeting minimum system requirements for both Mac and iPad - an iPad can be used with Sidecar as both a second screen and graphics-pad for the Mac computer. This functionality does not exist between iPads - and not at all with older models of iPad that cannot be updated to recent versions of iPadOS.

You cannot interconnect iOS/iPadOS devices as you might with a Mac
