It depends how it is locked.

Forgot passcode or put in passcode too many times?

You will have the follow the steps in this article

If you forgot your Apple Watch passcode - Apple Support

Activation Locked?

The previous owner needs to take the following steps before you can use it

Click here > What to do before you sell, give away, or trade in your Apple Watch, or buy one from someone else - Apple Support
