Apple Watch locked up after iOS 9 update

Apple Watch update 9 - install failed and now my SE 3 Watch is trying to install the update but fails after just a few seconds and then restarts and tries again and again until I force it off. No access via my iPhone. The iPhone can’t locate the watch and therefore is no help.

Why does my apple watch keep resetting while trying to install software update 8.7.1? My series 3 apple watch is not up to date and cannot be opened until the software update 8.7.1 is complete. However, when i start the update the apple watch resets periodically and the update resets with it. The watch is plugged in and fully charged and so is my iphone.
